El pasado mes de febrero la población chilena vivió jornadas de angustia y luto, cuando varias regiones del sur y del centro del país fueron azotadas por un terremoto demoledor. Sobre esos hechos se han escrito numerosos artículos, estudios y testimonios. En el presente número de Diálogos se ofrece una mirada puntual sobre el impacto de la catástrofe en la agricultura chilena, particularmente en la situación de la pequeña agricultura o agricultura familiar.
La magnitud del daño

The history of modern land management and administration in Cambodia begins with French initiatives in the late 19th century. The first Civil Code was adopted in 1920 and it established a system of French land law that recognized private property rights. Some traditional Cambodian rights, in particular that of creating a land right simply by occupation and possession, were included in the Civil Code. During the 1960s there was an adequate system of land management, including confirmation of private property rights with land records including cadastral maps and land titles.

Capacity of local land administration has to be addressed for further strengthening the governance system with a view to deriving the benefits of socio-economic, political and cultural development for the common people of this country. It is true that in Bangladesh, voice in favour of effective land administration and management is becoming louder at the national level. Representatives of LGIs, development workers, civil society members and international development partners, time and again, are raising and firmly advocating this long-drawn issue at policy level.

Utaran began work on the Sustainable Access to Land Equality (SALE) project to ensure transparency and accountability in land governance in December 2012, in partnership with CARE Internaional UK and Manusher Jonno Foundaion (MJF). The project engaged communiies in three pilot upazilas - Amtali Upazila of Barguna District, Mohanpur of Rajshahi, and Sadar of Jamalpur-to raise the awareness of vulnerable landowners about land administraion, and to effect transparent processes for selecing landless people and for khasland setlement.

This study highlights that access to khasland is a strongly political process where the collective movement played a pivotal role in shaping the livelihoods of land receivers. The paper shows that 1. khasland provides insurance and security through creating diverse income opportunities which can often mitigate the negative and long term impacts of shocks and allow khasland receivers to cope better with shocks 2. khasland allocation incentivises women’s engagement with labouring activities, household asset management, as well as their mobility within the village 3.

The East Bengal State Acquisition and Tenancy Act of 1950 (also known as the East Pakistan Estate Acquisition Act 1950) was a law passed by the newly formed democratic Government of East Bengal in the Dominion of Pakistan (present day Bangladesh). The bill was drafted on 31 March 1948 during the early years of Pakistan and passed on 16 May 1951. Before passage of the legislature, landed revenue laws of Bengal consisted of the Permanent Settlement Regulations of 1793 and the Bengal Tenancy Act of 1885.

Two separate compilations, “Training Material on West Bengal Financial Rules and Office Procedure” & “Training Material on West Bengal Service Rules” were published. These proved to be extremely useful and generated widespread demand for more copies. This document to put together rules, procedures, practices and executive orders laid down and released from time to time by the Government for running offices at the districts. It will be published shortly as another Monograph under the title, “Collectorate Manual”.

The Overall objectives of the project is strengthening access to land and property rights for all citizens especially the poorest part of the community in line with the overall Access-to-Land program being implemented by Ministry of Land through DLRS. This project is implemented in three districts under three upazilas of Bangladesh: Amtali upazila of Barguna, Jamalpur sadar upazila of Jamalpur and Mohonpur upazila of Rajshahi District. NIRAS a consulting firm of Denmark is responsible for providing technical support for GNSS machinery operation and ETS.

Uttaran (www.uttaran.net) is a local organisation (Bangladesh) working with vulnerable landowners i.e. women, widow, indigenous, minority and landless people to promote access to land. Uttaran is implementing a project titled, Sustainable Access to Land Equality-SALE' with support of European Union. SALE is the civil society component of overall access to land project that is lead by Department of Land Records and Surveys (DLRS) and Ministry of Land in Bangladesh.
