El presente Acuerdo establece los procesos metodológicos para la definición de las zonas agroecológicas homogéneas y el cálculo de la Unidad Productiva Familiar (UPF) para las provincias de la Sierra y del Litoral, de conformidad con el Informe Técnico en el cual se establecen 33 Zonas Agroecológicas Homogéneas, y en base a las cuales se delimita la superficie referencial de la UPF de cada zona a nivel cantonal.

This Regional Law sets forth a series of arrangements for state support of smallholders (family subsistence farming) with a view of increase of employment and improvement of economic conditions of rural population, promotion of regional food market, and delimits plenary powers of state bodies in the aforesaid sphere. Agricultural commodities produced by smallholders shall be their property, and vending of cash crops shall not be considered entrepreneurial activity. Either urban land or agricultural land in rural areas can be used for family subsistence farming.

This revised agricultural policy and strategic framework provides a coherent policy framework to address the key challenges in Timor-Leste. The Government recognizes that there is no simple "solution by technology". The Government will therefore re-orient agricultural and rural development policies that will redefine incentives and reduce barriers to food and agricultural systems transformation. Particular attention will be given to supporting small-scale, low-income farmers in strengthening their capacity to manage risks and adopt effective strategies to adapt to climate change.

Regional Law No. 28-Z “On allotment of land plots to multi-child families”.

This Regional Law sets forth the modalities of allotment in ownership free of charge of plots of land pertaining to public and municipal property to multi-child families, and also establishes minimum and maximum land areas of the aforesaid plots of land. Multi-child family shall be considered family with three or more children less than 18 years of age. The aforesaid plots of land in inhabited areas shall be allotted for housing construction and subsistence family farming. Allotment of the aforesaid plots of land shall be performed once-only.

Forest landscape restoration (FLR) considers forests as integrated social, environmental and economic landscapes, and emphasizes the production of multiple benefits from forests and participatory engagement of stakeholders in FLR planning and implementation. To help inform application of the FLR approach in upland northern Thailand, this study reviews the political and historical context of forest and land management, and the role of smallholders in forest landscape management and restoration in upland northern Thailand.
