The Ninth Development Plan is a national plan with a sectoral approach covering the period 2007–2013. The main objectives of the Plan are: a) increasing competitiveness, b) increasing employment, c) strengthening human development and social solidarity, d) ensuring regional development, e) increasing quality and effectiveness in public services. The Plan also aims at protecting the environment and improving urban infrastructure, making agricultural structures more efficient and promoting the development of rural areas.Food security is among the specific objectives of the Plan.

This Presidential Decree approves the Statute of the Institution for Urban Land Planning and Management of Luanda (IPGUL). This Statute, consisting of 6 Chapters and 2 Annexes, establishes composition, duties and responsibilities of the above mentioned public institute of the economic sector, legal person of public law, with legal personality and administrative, financial and property that integrates the indirect administration of the State.

These Regulations amend the Landfill Tax Regulations 1996: by revoking Part IX which relates to temporary disposals of material on a landfill site; and introduce a new requirement to give information and keep records in relation to information areas and authorize Revenue and Customs officers to require a person to designate a part of landfill site which will be an information area. Material on a landfill site which is not going to be disposed of as waste must be deposited in an information area where the Commissioners, or their officers, consider that the revenue is at risk.

Council Directive 75/439/EEC on the disposal of waste oils.

The aim pursued by this Directive is the protection of the environment against the harmful effects caused by the discharge, treatment or deposit of waste oils. For the purposes of these provisions “waste oils” shall mean any liquid or semi-liquid used products totally or partially consisting of mineral or synthetic oil, including the oily residues from tanks, oil-water mixtures and emulsions. Member States must take all necessary measures to ensure the safe collection and disposal of waste oils.

A high level of environmental protection and human health protection requires the setting and maintaining of stringent operational conditions, technical requirements and emission limit values for plants incinerating or coincinerating waste within the Community. The aim of this Directive is to prevent or reduce negative effects on the environment, particularly emissions into air, soil, surface water, as well as the resulting risks to human health which might arise from incineration and coincineration of waste.
