Diredawa Administration Charter Proclamation No. 416/2004.

This Proclamation provides rules for the administration and functioning of Diredawa City, which has been accountable to and directed by the Federal Government since 1993. The Proclamation defines the objectives, functions and powers of the city administration and provides with respect to its organization. It may, among other things, set and collect land use fees and royalties for the use of forest resources in the city and levy taxes on incomes from agricultural activities in the City.

"Municipal service" shall include water and sewerage service, land development and management and sanitation. There shall be a Urban Land Clearance Appeals Commission.

The present Act is a piece of basic legislation that governs in matters pertaining to Indian status, bands, and Indian reserves. It has been suggested that the Indian Act provides ways of understanding native identity, organizing a conceptual framework that has shaped contemporary native life in ways that are now so familiar as to almost seem “natural”. The Indian Act is administered by Indian and Northern Affairs Canada (INAC), formerly the Department of Indian Affairs and Northern Development (DIAND).

There is hereby established a Department of the Government of Canada called the Department of Indian Affairs and Northern Development over which the Minister of Indian Affairs and Northern Development appointed by commission under the Great Seal shall preside. Section 5 establishes that the Minister shall be responsible, inter alia, for coordinating the activities in Yukon, the Northwest Territories and Nunavut of the several departments, boards and agencies of the Government of Canada. The Northeastern Quebec Agreement (NEQA) settles the land claims of the Naskapi Indian band, exchanging their claims, rights and territorial interests for other rights and benefits. Signatories to the Agreement include the Naskapi Indian Band, the Government of Quebec, the James Bay Energy Corporation, the James Bay Development Corporation, the Quebec Hydro-Electric Commission (Hydro-Quebec), the Grand Council of the Crees (of Quebec), the Northern Quebec Inuit Association, and the Government of Canada.Under the Agreement the territory was divided into three categories.

The present Act is made under the James Bay and Northern Quebec Agreement. In particular, the Act deals with Category IA and Category IA-N native lands and their local administration. Category IA lands are those that were transferred from the Province of Quebec to the Government of Canada for the exclusive use and profit of the Cree bands in the James Bay region.

Inuvialuit Final Agreement.

The basic goals of the present Agreement - made under section 35 of the Constitution of Canada - are to: 1) preserve Inuvialuit cultural identity and values within a changing northern society; 2) enable Inuvialuit to be equal and meaningful participants in the northern and national economy and society; 3) protect and preserve the Arctic wildlife, environment and biological productivity. In the Agreement, the Inuvialuit agree to give up their exclusive use of their ancestral lands in exchange for certain other guaranteed rights from the Government of Canada.
