This Rural Land Use and Administration Policy of the Afar National Regional State seeks to provide an answer to the following problems: The traditional land administration and use system is not in line with the formal government land administration and use system.

This Regional Law establishes the modalities of allocation of agricultural lands for grazing, transhumance and pastoralism and is aimed at specific and rational management of grazing grounds, conservation and improvement of grasses, prevention of soil erosion and land degradation, desertification, other negative anthropogenic impact and conservation and reproduction of natural landscapes. Grazing grounds destined for pastoralism shall be classified as winter, spring-autumn and summer.

This Regional Law establishes the modalities of allocation of agricultural lands for grazing, transhumance and pastoralism and is aimed at specific and rational management of grazing grounds, conservation and improvement of grasses, prevention of negative anthropogenic impact, conservation and reproduction of natural landscapes. Grazing grounds destined for pastoralism shall be classified as winter and summer. Land destined for grazing, transhumance and pastoralism shall be public or municipal property and can be allotted to natural and legal persons exclusively on lease.

Le présent décret crée et délimite un périmètre d'amélioration pastorale de l'Arid (Cercle de Midelt, province de Khenifra). La création de cette zone vise à limiter la dégradation des pâturages et en assurer la reconstitution en vue d’une exploitation rationnelle. Par ailleurs, les associations d’élevage constituées dans les limites de ce périmètre antérieurement à la publication de ce décret doivent être déclarés aux administratives locales.

This Regulation establishes an Agricultural Drought Management Board aiming at monitoring, performing risk assessments and reducing the effects of agricultural drought. This Decree covers water management, agricultural techniques, seed and plant diversity, irrigation techniques, economic and social support, planning of pasture feeding and land use, pest management and any measures to implement urgent action and restrictions in arid and irrigated agricultural land. The Regulation covers rules and procedures on the functioning and duties of the Agricultural Drought Management Board.

Le présent décret crée et délimite un périmètre d'amélioration pastorale d'Oulad Bousbaâ (comme rurale de Sidi Mokhtar, cercle de Chichaoua, province de Marrakech). La création de cette zone vise à limiter la dégradation des pâturages et en assurer la reconstitution en vue d’une exploitation rationnelle.Par ailleurs, les associations d’élevage constituées dans les limites de ce périmètre antérieurement à la publication de ce décret doivent être déclarés aux administratives locales.

Le présent décret crée et délimite un périmètre d'amélioration pastorale d'El Hadra des Rehamna (commune rurale de Jâafra, cercle des Rehamna, province d'EI-Kelâa-des-Sraghna). La création de cette zone vise à limiter la dégradation des pâturages et en assurer la reconstitution en vue d’une exploitation rationnelle. Par ailleurs, les associations d’élevage constituées dans les limites de ce périmètre antérieurement à la publication de ce décret doivent être déclarés aux administratives locales.

This Act concerns the appointment of traditional leaders and local government in Zimbabwe, in particular with regard to land and water.The Act provides for the appointment of Chiefs, Headmen and Village Heads. These local officers shall have a wide range of powers in the field of local administration regarding, among other things, grazing, allocation of communal land and communal land use, irrigation and use of natural resources. The Act also provides rules relative to Village Assemblies, Ward Assemblies, Provincial Assemblies, Councils of Chiefs and Development Committees.

This Decree lays down the principles and procedures to be applied in case of drought. This Decree covers water management, agricultural techniques, seed and plant diversity, irrigation techniques, economic and social support, planning of pasture feeding and land use, pest management and any measures to implement urgent action and restrictions in arid and irrigated agricultural land. Moreover, it sets up the related institutional framework, which includes the following: Agricultural Drought Management Board; Monitoring and Early Warning Committee; Risk Assessment Committee; Flow Data Unit.

Article 7.1 shall be amended to add the following wording: “Lease contract for agricultural land, destined for haymaking and grazing, pertaining to public or municipal property shall be concluded for the maximum period of three years”.

The purpose of this Regulation is to protect and rationally utilize grasslands, develop modern animal husbandry, maintain ecological balance and promote the sustainable development of economy and society.
