The National Territory Council as a decision making body is headed by the Prime Minister and composed of nine ministers from including the Ministry of Environment, Forests and Water Administration, and the Ministry of Agriculture, Food and Consumer Protection.

Guideline No. 10 dated 13.9.2012 on methods of calculating the criteria for the evaluation of bids for the lease of undivided agricultural lands.
The Guideline 10 of 2012 lays down rules and procedures of evaluating tender offers for leasing undivided agricultural lands. The bidding procedure is implemented by the Commission for the lease of undivided agricultural lands. The offers are evaluated based on the technology to be used for plant cultivation, the investment on infrastructure such as irrigation and drainage, its impact on local employment and the financial bid.

Decision No.897 dated 21.12.2011 approving the rules for the proclamation of the special protected areas.
The proclamation of the special protected areas (SPA) is done according to the requirements set forth by Article 4/3 of the Law 8906 of 2002 on protected areas. To be eligible for SPA status, the territories should be within existing protected areas and enjoy the Ramsar status as ligatins of international importance, or the Berne status as areas of great importance for the flora and fauna protection.

Decision No.917 dated 28.12.2011 approving the National Action Plan for the prevention and the fight against art and culture works trafficking.
The Action Plan aims at harmonizing the efforts of the responsible institutions, increasing their collaborations, and adapting legal and efficient means and methods against the art and culture works trafficking. It includes sections on: Analyses, Albanian Law, International Law, Collaboration, Evidenced Problems, and Objectives.
