Sida is a government agency working on behalf of the Swedish parliament and government, with the mission to reduce poverty in the world. Through our work and in cooperation with others, we contribute to implementing Sweden’s Policy for Global Development (PGU).

We work in order to implement the Swedish development policy that will enable poor people to improve their lives. Another part of our mission is conducting reform cooperation with Eastern Europe, which is financed through a specific appropriation. The third part of our assignment is to distribute humanitarian aid to people in need of assistance.

We carry out enhanced development cooperation with a total of 33 countries  in Africa, Asia, Europe and Latin America. Our selection of cooperation countries are based on political decisions made by the Swedish government.

Sida’s mission is to allocate aid and other funding. Our operations are managed by the government’s guidelines, describing the goals for each year’s operations and the size of the development aid budget.

Our staff members and their expertise assist the government with the assessments and the information it needs, in order to decide and implement its development assistance policy. We participate in the advocacy work for Sweden’s prioritised issues within the international development cooperation field, and we are in constant dialogue with other countries and international organisations. Part of our assignment is also to report statistics and disseminate information about our operations.

Our work is financed by tax money and we administer approximately half of Sweden’s total development aid budget. The other part is channelled through the ministry for Foreign Affairs. All our work should be performed in a cost-effective way with a strong focus on results.

Sida has more than 700 employees, located in our three offices  in Sweden as well as abroad in our cooperation countries.

ProDem Municipal Development Programme - ProDem Main component

General

The overall Immediate Objective of PRODEM is “Contribute to urban poverty reduction and sustainable development of the municipalities, through improvements in municipal governments administration and service delivery, resilience to climate change impact, social accountability and citizen’s participation” ProDem puts an emphasis on increased revenues for the municipalities, and on improved financial management. A special methodology for participation and accountability will be applied, the Munisam. Mozambique has a lack of infrastructure in the local environment. ProDem will contribute to improved resilience, environmental sustainability, and to improved waste management. In order to strengthen coordination and policy development at ministerial level, the ProDem will contribute to strategically important areas at with a national coverage, and will support also the organisation for municipal cooperation ANAMM. ProDem will cover 50% of the municipalities in the country, and has close cooperation with other similar programmes, contributing to coordination between these. The government of Mozambique has requested that donor partners support the process to develop and strengthen municipalities. In ProDem, the donors (Sweden, Ireland and Switzerland) will delegate implementation to Denmark, which will be the lead agent and have all contractual relations with the implementing organisations. Via a Joint Financing Agreement Denmark will be obligated to procure a consultant (the Service Provider). A basket fund is created via a bank account under control of Denmark. The basket fund will transfer funds to the Service Provider that will do financial management, results management, general management and technical assistance, and to the government. The Service Provider will enter into agreement with all municipalities that will implement investments and the other organisations that will contribute to the implementation of the programme. A lesser part (approx. 6%) of the financing will be executed by the Government via the Single Treasury AccountThe Joint Financing Agreement (JFA) will constitute the contribution agreement, and is built on the templates and intentions in the Nordic Plus arrangement. Initial time for the contribution is two and a half years, but both the project document and the contract with the implementing consultant are designed to allow an extension of two years, up to four and a half years, which is seen as a natural step after a mid-term review have been undertaken. In addition to the JFA there will be a Memorandum of Understanding between donors and the Government of Mozambique.

Component B: Public Financial Management, including Simplified Municipal Management System SGM-S; participatory budgeting; establishment of procurement units (UGEA) and internal control units (UCIF) and establishment of tax registers. Component Component C: Municipal Governance and Citizens’ Participation through support to participatory planning systems and processes. The programme was funded by the governments of Sweden, Denmark (lead donor), Switzerland and Ireland.

The programme had two main components: (i) Land governance for an integrated vision of land management and land administration, and (ii) Land administration services and building of the National Land Cadastre. The programme focused on institutional capacity building, system development, and de-centralised roll-out of the land administration system. Through DINAT, the National Land Registry in Mozambique (the 'Direcção Nacional de Terras), the Government of Mozambique would be able to lead the land management process and play a critical and constructive role in land governance, with improved communication and enforcement of technical norms and standards for land administration, as well as monitoring and quality control.

Land Administration (GESTERRA) Midterm Review

General

The Embassy of Sweden in Maputo (EoS) supports a capacity building support to land administration under a project named GESTERRA in Mozambique since September 2013. The programme is co-financed between the Government of Mozambique, Sweden and the Embassy of the Netherlands. The program is under the leadership of DINAT (Direccão Nacional de Terras) in the Ministry of Land, Environment and Rural Development (MITADER). The total budget for GESTERRA amounts to USD 21 864 064 out of which the donors contribute with USD 15 820 000 and where Sweden’s part is maximum of USD 9 000 000 (SEK 45 000 000). The support to GESTERRA is regulated through an agreement between Sweden and the Government of Mozambique. In Annex 3 of the Agreement it is stipulated that Sweden will separately procure the services of an independent monitoring and evaluation consultancy to follow up on the progress of all components of GESTERRA (financing not part of the budget of GESTERRA). This Decision concerns to such monitoring and evaluation consultancy and will cover the activity period ending in 31 December 2015.
