This Regulation consisting of 19 articles aims to regulate provisions on short-term and long-term plans to combat the harmful effects of dust in the country. The Regulation establishes the Committee to Combat Dust under the supervision of the Department of Environment.

The present Act, which is composed of 35 Paragraphs, has been adopted to ensure the development of agriculture and forestry by improving the area structure of farms, forests and forest lands, and by adapting borders of immovable properties to the system of water drainage, roads and terrain featur

This Law enacts principles for the agriculture development, management and preservation in China. "Agriculture" as mentioned in this Law means crop-plantation, forestry, animal husbandry and fisheries.

Chapter one of this Law contains definitions of terms therein employed, such as: forest, forest bushes, desert shrubs, forest cover and regions, range, planted rangeland, logs and saplings. Chapter two sets out rules for exploitation and protection of the above mentioned areas.
