Open Data as means to promote transparency in land governance

Based on practical examples and on-going discussions, this paper critically reflects on prerequisites and conditions to be observed for open land data to contribute to increased transparency and better land governance. Moreover, the paper touches on the question of what open land data and transparency can mean for addressing land corruption which negatively affects the livelihoods and prosperity of many men and women globally.

Notre article porte sur les pratiques de corruption liées aux opérations de lotissement dans le District de Bamako, plus précisément dans la commune VI. Notre démarche a consisté dans un premier temps, à faire une analyse des textes législatifs sur le foncier au Mali, dans un deuxième temps, à réaliser des enquêtes de terrain auprès des acteurs impliqués dans une opération de lotissement.

In Zambia, security of tenure for communities residing under customary land tenure settings has in recent years increasingly come under threat owing to the pressures of high rate of urbanization, speculation, subdivision and conversion to state land, which effectively excludes marginal populations from accessing resources for their land. While customary land is a major resource for most Zambians, the inadequacy or total lack of documentation leads to tenure insecurity, making people susceptible to forced displacements, and frequent land disputes.

In 2018, Global Witness found that Guatemala had experienced the highest increase in the number of murders of land and environmental defenders of any country in the world. Last year alone, the president of the village chapter of the Comité de Desarrollo Campesino (CODECA), a national organization of social movements led by indigenous people who work for the recognition of land rights, was murdered, as well as four of his colleagues. Many of these murders occurred in the municipality of Izabal.

The concept of Private-Public Partnership was used to provide infrastructure in developed countries for long time and the arrangement was applied by other countries due to its effectiveness and efficiency. This paper tried to explore how Private-Public Partnership is useful in minimising corruption cases in land administration for the case of Bujumbura City. A mixed research approach has been used to collect primary and secondary data. The findings are based on desk review and key informants’ information selected purposively.

Understanding corruption in Zimbabwe’s land sector: A structural breaks approach

This study provides an understanding on whether land reform policies pursued by the government of Zimbabwe post-independence (1980) have an effect on the corruption in the land sector. Agriculture and corruption data from 2000 to 2017 were obtained from World Bank and Ibrahim Index of Governance website respectively. The Bai and Perron multiple structural break tests were employed to establish the break years. Structural breaks in time series assist in understanding factors affecting the dynamics of a series.

The Land Use Act of Nigeria, first enacted in 1978 was intended to simplify and standardise land administration systems across the country. It vested the authority to plan, assign and approve certificates of land ownership in the state governors, and all non-urban land in the local governments.
