Research has become a driving force behind upcoming
land restitution efforts in Colombia, where for decades
peasants have lost land by violent means. The initiative
is especially important for women, who have also built
new networks in pursuit of a broad range of social goals.

The objective of this study is to evaluate the World Bank Group's (International Bank for Reconstruction and Development [IBRD], International Development Association [IDA], and International Finance Corporation [IFC]) effectiveness in promoting growth in agricultural productivity in Azerbaijan, and to derive lessons that may be relevant for the World Bank Group's future engagement in Azerbaijani agriculture.

Unprecedented pressures on land and its governance have been created. As evident around the globe, where land governance is deficient, high levels of corruption often flourish. Under such a system, land distribution is unequal, tenure is insecure, and natural resources are poorly managed.

Sustainable economic growth and strong institutions are interlinked, and the present report summarizes recent economic and fiscal developments in West Bank and Gaza (WB&G) as well as providing a broad overview of institutional accomplishments to date. The present report begins by discussing the apparent slowdown in economic growth in WB&G and the current fiscal crisis facing the Palestinian Authority (PA)-resulting partly from lower-than-expected external support this year.

This investment climate analysis reviews the experiences of over 3000 surveyed business owners in 26 states of Nigeria about the aspects of the business climate that affect their businesses. It complements a similar study in 2007 that covered 11 other Nigerian states. The survey asks business owners about both their perceptions and the actual costs of selected constraints. The analysis benchmarks Nigeria against comparator countries, and provides detailed data for each state. Nigerian firms have low productivity, as measured by their output in relation to their labor and capital inputs.

Ownership and control over assets such as land and housing provide direct and indirect benefits to individuals and households, including a secure place to live, the means of a livelihood, protection during emergencies, and collateral for credit that can be used for investment or consumption. Unfortunately, few studies - either at the micro or macro levels- examine the gender dimensions of asset ownership. This paper sets out a framework for researchers who are interested in collecting data on individual level asset ownership and analyzing the gender asset gap.

This paper explores how the private sector can positively contribute to peace-building and conflict prevention, and how that positive private sector role can be supported and enhanced. The starting premise recognizes that the private sector exists in all conflict situations and has the potential to both exacerbate and ameliorate conflict, the outcome of which can be greatly affected by appropriate support from external partners.

Why would politicians give up power over the allocation of critical resources to community leaders? This article examines why many African governments have ceded power over the allocation of land to non-elected traditional leaders. In contrast to the existing literature, which suggests traditional leaders’ power is a hang-over from the colonial period that has not been eliminated due to weak state capacity, I argue that African politicians often choose to devolve power to traditional leaders as a means of mobilizing electoral support from non-coethnics.

The objectives of the study are to: a) increase understanding of the effects and effectiveness of the implementation of the local government reform launched in 2006; and b) assess the impact of a World Bank-supported intervention that aimed to enhance effectiveness of the reforms by increasing local capacity and local participation. In line with these objectives, the study assessed the perceived effects and effectiveness of the implementation of the local government reform in selected provinces.

The Democratic Republic of the Congo (DRC) has been described by one senior African diplomat at the United Nations as a 'state in the making; it is not yet a state.' Further, this 'state in the making' also is a state that, with few exceptions, has been in decline since the early 1970s. The colonial era, from 1885 until 1958, was a period of nearly uninterrupted state construction; the hegemony of the Belgian colonial apparatus steadily deepened.
