This Instruction lays down rules and procedures for obtaining construction permits for high risk energy-related buildings and provides for the establishment of the commission responsible for the evaluation of the applications and the issuance of permits. The preliminary examination of the applications is handled by the designated unit at the Ministry of Economy, Trade and Energy after the payment of required fees while the final decision is taken by the Evaluation Commission whose tasks and rules of procedure are provided for in the Instruction.

This Regulation amends sections a, b, e and c of article 5 of Regulation 289 of 2006. The amendments affect the duties and responsibilities of the deputy directors who will now chair the departments of legalization, compensation and urbanization, the dept. of mapping, information technology, and initial registration of unlawful construction, and the human resources department, respectively. Further, the ALUIIZC personnel should comply with the general requirements of the civil service law and the special requirements prepared by the general director of the agency.

This Regulation amends and supplements articles 2, 4, 7, and 8 of Regulation No. 480 of 2011 on land use planning. It supplements the scope of regulation by introducing under article 2 additional areas of application including the use to define the parameters and the permitted use of land until the drafting of the general instruments of local planning is completed. The amendment also substitutes the wording ‘national regulation of planning’ with ‘national regulation of planning instruments’.
