This Act provides rules relative to the exploration for and the exploitation of oil resources in Uganda. The Act also imposes certain duties on licence holders with respect to the protection of the environment and in case of emergencies. No person shall carry on any exploration or development operations on petroleum in or upon any land in Uganda except under, and in accordance with, a licence issued under this Act. The Government may enter into an agreement for the grant of a licence. The President shall appoint a Commissioner for Petroleum Exploration and Production and such other officers as may be necessary for purposes of this Act. An application for a petroleum production licence shall be accompanied by a development plan, which shall include particulars on the necessary measures to be taken for the protection of the environment.Other provisions of this Act concern, among other things, the exclusive right of lease of land by a holder of a petroleum production licence, the right of grazing and cultivation of a lessee or lawful occupier of any land in an exploration or development area, the prevention of water pollution and the protection of cultivated land, forests and reserves.
