This Law consisting of 5 articles aims at regulating the ownership of agricultural lands and orchards excluded from the previous settlement acts or still not settled within and out the boundaries of the Municipality of Baghdad.

This amendment of the principal Act is introduced so as provide for a system of poultry rights, i.e. a right to hold poultry and to produce manure from poultry granted for purposes of control of production of manure.

The amendments of the Soil Protection concern Provincial Orders in relation to soil protection surveys, ascertainment of serious pollution, financial matters, hearing of the Technical Commission on Soil Protection on draft Ministerial Orders, and competencies of Municipalities and Polder Boards.

Section 11 forms part of first paragraph (entitled “Hereditary lease”) which forms part of the third Chapter entitled “Granting of rights in respect of lands of the domain”. Section 11 regulates the use of plants and trees present on the public lands tenured in long-term lease.

This Decree contains rules relative to the quality of works in the field of soil management and conservation and the professional integrity of the persons that carry out such works.
