BACKGROUND


Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.


As an integral part of its strategic priorities, TI works on the promotion of social accountability to counter


corruption. This consists of working on a number of thematic areas including land corruption, and how it relates to gender as well as citizen engagement.


The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant to design and facilitate a training workshop on the intersection of land corruption, gender, and safety.


Corruption in land governance is the abuse of entrusted power for private gain while carrying out the functions of land administration and land management. When land investors target countries with weak governance, the risk of corruption is high. Likewise, corruption is more likely to occur when local elites are able to manipulate their country’s land governance systems for their own benefit. Whether it’s an opaque deal between private investors and local authorities, citizens having to pay bribes during land administration processes, unaccountable urban planning, or customary laws that deny women their land rights, land corruption hits poor and marginalised men and women hardest. As women are disproportionally affected, land corruption perpetuates existing power imbalances, gender inequality and discrimination.


TI’s Land and Corruption Programme is guided by the vision of guaranteeing the maintenance and development of land and tenure-based prosperity for men and women of all generations equally, respecting the dimensions of stewardship and socio-cultural relationships to land, and taking into consideration the special needs and rights of ethnic minorities, for sustainable and inclusive development and growth. The Programme’s overall goal is to contribute to improved livelihoods of men and women adversely affected by corrupt practices in land administration and in land deals, through enhanced security of tenure and equitable and fair access to land and water. Currently, ten TI National Chapters in Africa participate in the programme, while the TI Secretariat holds a coordinating role.


OBJECTIVES


The envisaged three days Land Programme training workshop on land corruption, gender, and safety will strive to achieve the following objectives:


  • Discuss the findings and recommendations of a recent Land Programme review that looked into the gender-responsiveness of the programme implementation,
  • Identify concrete actions and changes in the programme’s approaches to improve on gender-responsiveness (with regards to project implementation at national and international levels, our communication and advocacy, our safety considerations),
  • Develop our capacity on communication and advocacy that reaches and engages women and men,
  • Develop our capacity on keeping the women and men we engage safe.

EXPECTED DELIVERABLES AND TIMELINE


The consultant will work in close collaboration with TI to design and facilitate a training workshop that meets its objectives.


The anticipated commitment is 10 days starting from mid-September 2017 to mid-October 2017 based on the draft timeline below:

Outline and concept for training workshop preparations and actual 3 days’ workshop submitted, responding to the TOR and initial briefing meeting

11th to 29th September

Workshop preparations

18th September

Workshop programme finalised

30th September to 2ndOctober

Workshop report capturing discussions, agreed on actions, and training topics submitted

 


All presentations and reports are to be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.


SELECTION CRITERIA


The Consultant should have the following qualifications:


  • Significant experience in designing, implementing, and facilitating training workshops;
  • Relevant expertise in effective advocacy;
  • Significant experience and knowledge of gender-related work;
  • Experience in governance-related (ideally, anti-corruption) work;
  • Wide experience of working with clients in civil society, particularly advocacy-oriented NGOs;
  • Fluent oral and written English communication skills;
  • Knowledge of French would be highly desirable.

REMUNERATION AND COSTS


The Consultant should provide a detailed breakdown, before any VAT or other charges, of all their estimated costs, including but not limited to; total fee as a lump sum or standard daily or hourly rates, (if applicable) international travel, local transport, accommodation, work materials.
