These Measures are formulated to implement the Grassland Law of the People’s Republic of China in Shaanxi Province. The Measures are divided into 8 Chapters: General Provisions (I); Grassland Tenure (II); Grassland Planning and Construction (III); Management of Grass Seeds (IV); Expropriate, Occupation of Grasslands (V); Grassland Protection (V); Legal Liabilities (VI); Supplementary Provisions (VII).The grasslands under ownership by the State that have been assigned to the entities owned by "the whole people" or the collectives for use, shall be registered by the governments at or above county level, and the “Grassland Occupation Right Certificate” shall be issued. The grasslands under collective ownership, and those under ownership by the State that are assigned to collectives according to law for long-term use, may be contracted by households or a group of households within the collectives. The grasslands under ownership by the State that have been assigned to the entities owned by "the whole people" may be managed by such entities or contracted by the staffs thereof. The competent grassland authorities of people's governments at or above county level shall be responsible for conducting surveys of grasslands within their respective administrative areas and formulating plans for the grassland protection, construction and utilization. A licensing system shall be applied to main grass seed commodity production and grass seed business operation. Application, examination and approval procedures of the seed production license and the seed operation license shall be in accordance with the Seed Law of the People's Republic of China and the relevant provisions of the State.
