Planning, Monitoring, and Evaluation Consultant



The Planning, Monitoring, and Evaluation (PME) Consultant is responsible for coordinating the operationalization, implementation and monitoring of ILC’s quadrennial Strategic Framework.   In line with the Strategic Framework, he or she will lead the process of developing ILC’s multi-year and annual programme of work and budget, as well as the implementation of the monitoring and evaluating system and regular tracking of progress.



With regard to Planning and Budgeting, the PME Consultant  is responsible for:

  1. Leading the operationalization and tracking of the implementation of the Strategic Framework;
  2. Preparing, in consultation with ILC members and regional nodes, the results-based multi-year and annual programme of work and budget for approval by the Coalition Council and administration by the Secretariat; 
  3. Liaising with the ILC Finance Committee prior to Council meetings for budget related issues;  
  4. Providing on-going support to ILC staff related to budget administration, and the development of proposal budgets and financial reports to donors, and liaising with IFAD’s Financial Services division as needed;
  5. Leading quarterly reviews of the progress made in achieving the programme of work, and recommending changes, including budget adjustments, to optimize the achievement of its objectives;
  6. Conducting annual reviews of progress made in relation to the ILC Strategic Framework;
  7. Developing and recommending  work planning and budgeting systems that are based on the use of logical frameworks and results indicators and that are harmonized with the monitoring and evaluation framework of ILC;
  8. Supporting the members and regional nodes of ILC to effectively integrate their relevant activities into the planning and budgeting cycle of ILC


With regard to Monitoring and Evaluation (M&E), the Consultant’s  responsibilities include:

9.        Coordinating the regular M&E central functions of gathering, collating and analysing data, and   reporting to members according to the ILC M&E system. This involves:

i)                     Building a change/outcome map to monitor Strategic Framework implementation

ii)                    Maintaining the monitoring database (baseline of indicators, tracking sheet and filters-database based on summary reports);

iii)                  Elaborating/coordinating reports to the Council (May-December) and the ILC annual report (April);

iv)                  Harmonizing M&E actions at global, regional and national levels;

v)                   Coordinating reports to donors;

vi)                  Supporting the members and regional nodes of ILC to effectively integrate their relevant priority activities into the M&E cycle of ILC


10.    Coordinating other periodic functions and learning components of ILC’s M&E system. This includes:

i)                     Monitoring, improving and coordinating the measurement of ILC’s indicators against the LogFrame and according to the Indicators Plan;

ii)                    Coordinating the biennial survey of Members and Partners to measure ILC’s institutional performance;

iii)                  Coordinating evaluation and assessment studies (building on recent evaluations and assessments carried out for the Coalition)


11.    Other duties as may  from time-to-time be required.


Profile of Candidate

-           University Degree in Administration/Finance, Social Sciences or any relevant field;

-           At least 5 years of work experience especially in planning/budget issues and/or Monitoring and Evaluation;

-           Ability to work effectively within a multi-cultural team;

-           Experience in  networking,  project/programme design and fund raising is desirable;

-           Experience in land and natural resource issues, or the wider development sector, is desirable;

-           Excellent written, verbal and visual communication skills;

-           Full command of English is essential;  working knowledge of French and/or Spanish is desirable;



The PME Consultant reports directly to the Director of the Secretariat

This position will be initially staffed on a full-time consultancy basis for up to 11 months, with the possibility of renewal. Remuneration will be established based on the profile of the selected candidate.
